I notice the Strong 4658X has Component Video out & Composite video out but only one set of RCA audio out.
Can someone confirm if Component & composite video is outputted at the same time?
I plan to use component to TV & composite to Recorder.
This means I would need to split the audio output.
Can someone confirm if this is possible?
(there's no indication in the specs that i've read)

Yes it works well that way. Done it several times. You can also use the RF out to the VCR. Your method is the best if the VCR is stereo. The RF method is best if the VCR is mono. This is because if you join left and right at the VCR then the TV will only get it as mono also.

As siliggy said the Strong outputs component and composite simultaneously. And yes there is only one RCA analog audio pair, however there is a coaxial spdif output aswell.
Assuming you are using a VCR (as opposed to DVR) then why not just use the RF output for recording to tape, it will only be in mono, but hey if we are talking VHS we must get real.
It would be possible to split the audio analog RCA outputs with a simple Y, there would be no real problem with this assuming all the devices are within 3-4meters of each other.

YES...I am using a DVR (& not a VHS tape recorder)
With a DVD +/- RW disk I can record 2-4 hrs (SP/LP)
This is great when I need to watch it later on another TV or share it with friends/relatives.
